If this person was an infant, perhaps the word "playing" would be justified. However if the yongster was at least 10 years old, he should be considered a minor arsonist. This young person must have been old enough to reason, for he freely acknowledges that he set the fire. If this minor knowingly and willfully set the fire, he was not "playing." His punishment, although maybe modified due to his age, should be harsh enough to fit the crime!! Buzz I never really understood the pharase, “playing with matches”.
