What you should be asking is why supply is so unable to meet demand. The answer to that question is primarily agriculture subsidies, and especially biofuel subsidies. So if you want to point the finger at someone, point it at both Democrats and Republicans in Congress who try to get votes from farmers. But don't blame the free market.
