You are so right! Govt doesn't give a rip about health or teens buying cigarettes. Have you heard of "plausible deniability"? If not, look it up and research it. This is what goes on every day and it is a tool used to make excuses to do all kinds of things. On the smoking side, if anyone is interested... I just quit smoking with an <a href="http://www.greensmoke.com/electric" rel="nofollow">electronic cigarette</a>. LOL. These things are awesome and are surely the wave of the future.
