He ran on the premise that it was a necessary war, yet fails resource it. Military experts in counter-terrorism and counter-insurgency make the requests, but it becomes politicized - not much unlike the Vietnam war. The reason: Obama feels he must make his mark with health-care first. He lacks the political capital he needs to resource the war, b/c he spent it all on health care. So he needs a "win". It illustrates he lacks the gravitas to do the right thing in Afghanistan. What is shows is that we have a president who is good at campaigning, but is far short on substance.
